Because it is located immediately next to the dial that cannot be used to make your choices, and too far away from the D-pad that can, it seems to be placed quite haphazardly. To be honest, apart from the dial, I'd prefer if the back of the top plate remained uncluttered, and I'd relocate the DRIVE button down to the right of the BACK, which is where the Q Menu button on the X100S now resides. The Image Review button should be located at the top left of every camera, not anywhere else on the device. The decision by Fuji to shift it down a position rather than just putting View Mode underneath it baffles me a little bit. Fujifilm is also striving to maintain consistency in the way its cameras function.
